Academic Freedom Policy
Considering
- The Decree of the Rector of Universitas Muhammadiyah Kalimantan Timur (UMKT) regarding the Commitment to Achieving the Sustainable Development Goals.
- That UMKT is committed to applying the values of Al-Islam and Kemuhammadiyahan in all aspects of university governance, including the scientific climate.
- That as a tangible contribution to the Sustainable Development Goals (SDGs), an inclusive space for scientific discourse and ethical guidelines to protect the autonomy of academic truth-seeking are required.
- That based on these considerations, it is necessary to establish an official policy regarding the academic freedom of the academic community to prevent disproportionate intervention.
General Provisions
- Academic Freedom is the right and freedom of the academic community to carry out academic activities to teach, discuss, research, express opinions/beliefs, and disseminate the results of these activities in accordance with their expertise.
- Freedom of Expression is the legitimate freedom of staff and students to participate in public debate, intellectual inquiry, and constructively express opinions regarding their institution.
- Academic Community includes all lecturers, research staff, educational staff, and students under the auspices of Universitas Muhammadiyah Kalimantan Timur.
Intent and Purpose
This policy is established with the objectives of:
- Ensuring that UMKT's academic culture and the right to convey scientific views are managed according to the principles of Amar Ma’ruf Nahi Munkar and the values of Al-Islam and Kemuhammadiyahan.
- Guaranteeing that the autonomy and academic freedom of lecturers and students are not unnecessarily restricted.
- Preventing unfounded threats, intimidation, and sanctions against the academic community regarding their reasoning and learning content, as long as they uphold scientific responsibility.
Scope
- This policy applies to all university leaders, work units, teaching staff, educational staff, and students within UMKT.
- The scope of this policy includes lecture activities, the determination of teaching materials, independent research, publication of research results, and the hosting of discussions with guest speakers or external parties within the campus environment.
Principles of Academic Freedom
UMKT guarantees and grants freedom to the entire academic community to:
- Conduct research and freely communicate these academic findings to the public.
- Discuss teaching materials without institutional restrictions simply because the materials may be considered controversial by some parties.
- Provide perspectives on public issues or institutional evaluations in their professional capacity, without fear of adverse actions against their employment or academic status.
- Invite guest speakers to scientific forums.
Such academic freedom must be accompanied by responsibility, taking into account:
- Compliance with the positive laws of the Republic of Indonesia and sharia principles.
- The prohibition of spreading hatred, discrimination, or encouraging human rights violations.
- The obligation to meet the standards of research methodology and academic ethics (anti-plagiarism and anti-data fabrication) so as not to damage the University's reputation.
Mechanism and Implementation
- In cases of institutional cooperation, the University must take preventive measures to ensure that partners, donors, endowment funds, or foreign interventions do not interfere with or prohibit the publication of research results by the academic community.
- If there is an indication of campus facility misuse by external speakers for unlawful activities or activities triggering security threats, the University reserves the right to review and deny permission for the use of such facilities.
Duties and Responsibilities
- Vice Rector I (Academic Affairs): Responsible for identifying, evaluating, and providing recommendations to the Rector regarding the fulfillment of academic freedom guarantees and the resolution of intellectual disputes.
- Rector: Has full authority to make final decisions regarding the resolution of freedom of expression restrictions or external partnerships that constrain teaching and research freedom for the benefit of the university.
Closing Provisions
This policy will be reviewed every 3 (three) years or at any time if there are significant changes to Muhammadiyah Central Board policies and national SDG standards.
Anti-Harassment and Anti-Discrimination Policy
Considering
- The Decree of the Rector of Universitas Muhammadiyah Kalimantan Timur (UMKT) regarding the Commitment to Achieving the Sustainable Development Goals (SDGs), specifically regarding gender equality, peace, and justice.
- That UMKT upholds human dignity in accordance with the values of Al-Islam and Kemuhammadiyahan, which strictly prohibit all forms of injustice, violence, and degradation of dignity.
- That to create a safe, inclusive, and mutually respectful educational and work environment, a strict policy prohibiting all forms of harassment and discrimination is required.
- That based on these considerations, it is necessary to establish an official policy regarding the prevention and handling of harassment in the campus environment.
General Provisions
- Harassment is any form of unwanted action or behavior, whether verbal, physical, or visual/digital, aimed at or resulting in the degradation of dignity, intimidation, or the creation of a hostile work/learning environment.
- Discrimination is unfair or unequal treatment of an individual or group based on race, skin color, religion, sex, age, disability, or other statuses protected by positive law and institutional norms.
- Retaliation is any form of punishment, intimidation, or adverse action taken against a person because they have, in good faith, reported alleged harassment or participated in an investigation process.
- Academic Community includes all lecturers, research staff, educational staff, and students under the auspices of UMKT.
Intent and Purpose
This policy is established with the objectives of:
- Ensuring that the entire UMKT environment is free from all forms of harassment, discrimination, and violence, in line with the principles of Akhlaqul Karimah (noble character).
- Providing clear guidelines on prohibited behavior within the campus environment as well as in campus-affiliated activities.
- Providing a safe, confidential, and reliable reporting mechanism for victims or witnesses.
- Guaranteeing protection for reporters from all forms of retaliation.
Scope
- This policy applies to all leaders, teaching staff, educational staff, students, vendors, contractors, and guests (visitors) within UMKT.
- This policy covers incidents that occur inside the campus area, outside the campus during university-funded/recognized activities (such as internships, community service, or conferences), as well as in the digital/cyber space (including cyberbullying that impacts the academic climate).
Forms of Violation
UMKT applies a Zero Tolerance principle to the following actions:
- Sexual Harassment: All forms of unwanted sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature.
- Identity-Based Harassment: Demeaning, insulting, or using hate speech directed at a person's ethnicity, race, religion, or disability status.
- Bullying: Aggressive behavior that is repeated to intimidate, dominate, or emotionally and physically harm others.
- Retaliation: Threatening or imposing academic/administrative sanctions on individuals who report violations of this policy.
Reporting and Handling Mechanisms
- Reporting: Any individual who experiences or witnesses harassment has the right and is encouraged to immediately report to the Task Force for the Prevention and Handling of Violence at UMKT or the Human Resources Bureau.
- Confidentiality: The University is committed to maintaining the confidentiality of the identities of the reporter, the victim, and the reported party during the investigation process, unless legally required otherwise.
- Investigation: Every received report will be followed up with an objective, impartial, and timely investigation by an ethics committee or a designated independent team.
- Sanctions: If a violation is proven, the University will impose proportional disciplinary sanctions, ranging from written warnings, suspension, termination of employment (for staff/lecturers), to dishonorable discharge (DO) for students.
Duties and Responsibilities
- Head of Task Force / HR Bureau: Responsible for receiving reports, providing psychological assistance and protection to victims, and leading the investigation process professionally.
- Dean / Unit Leader: Must proactively promote a harassment-free environment and immediately take action if aware of potential violations within their unit.
- Rector: Has full authority to determine the final sanction based on the investigation's recommendations and ensure this policy is implemented comprehensively.
Closing Provisions
This policy will be periodically socialized to the entire academic community and will be reviewed every 3 (three) years or at any time if adjustments to national regulations (such as relevant Ministry regulations) and Muhammadiyah policy standards are required.
Policy on the Prevention and Handling of Corruption
Considering
- The Decree of the Rector of Universitas Muhammadiyah Kalimantan Timur (UMKT) regarding the Commitment to Achieving Sustainable Development Goals.
- That Universitas Muhammadiyah Kalimantan Timur is committed to applying the values of Al-Islam and Kemuhammadiyahan in all aspects of institutional governance.
- That Universitas Muhammadiyah Kalimantan Timur is committed to the application of good university governance, which includes efforts to prevent conflicts of interest, protect the academic community, and support a culture of quality and transparency.
- That as a form of tangible contribution to the Sustainable Development Goals (SDGs) in building an academic environment with integrity, transparency, and freedom from corruption and bribery in all higher education functions and institutional governance.
- That it is necessary to establish an official policy regarding the prevention and handling of corruption within Universitas Muhammadiyah Kalimantan Timur.
Observing

- Academic Guidelines and Ethics of Universitas Muhammadiyah Kalimantan Timur.
General Provisions
In this Rector's Regulation, the following definitions apply:
- University is Universitas Muhammadiyah Kalimantan Timur, which organizes higher education and implements the four pillars of higher education.
- Academic Community refers to lecturers, educational staff, and students.
- University Leadership includes the Rector, Vice Rectors, Deans, Vice Deans, Heads of Institutes, Unit Heads, and other structural officials.
- Ethics Team is an institution formed by Universitas Muhammadiyah Kalimantan Timur as a unit handling acts of corruption.
- Corruption is any unlawful act committed by an individual or group with the intent to enrich oneself or others that harms university finances and the abuse of authority due to office as regulated in legislation.
- Bribery is the act of giving or promising something in the form of money, goods, facilities, or other benefits intended to influence decisions in academic or administrative processes.
- Gratification is a gift in a broad sense received by the academic community related to their position and contrary to their obligations or duties.
- Conflict of Interest is a condition where a person has a personal interest that may affect objectivity in carrying out their duties and authority.
- Illegal Levies (Pungutan Liar) is the request or receipt of money or other forms of gifts that have no basis in official university regulations.
- Whistleblower is a party who submits a report of alleged corruption violations within Universitas Muhammadiyah Kalimantan Timur.
Intent and Purpose
This policy is established with the objectives of:
- Ensuring that University governance is managed with the principles of Amar Ma’ruf Nahi Munkar and the values of Al-Islam and Kemuhammadiyahan.
- Mitigating the risk of both material and immaterial losses resulting from corrupt behavior in the University environment.
- Supporting the comprehensive implementation of good university governance within the University environment.
Scope
- This policy applies to University Leaders, Lecturers, Educational Staff, Students, Contract Staff, and other parties collaborating with the University.
- This policy covers the prevention and handling of corrupt practices in academic affairs, finance, human resources, goods and services procurement, research and community service, institutional partnerships, and University administrative services.
Forms of Corruption
Corruption within the University environment includes:
- Acts detrimental to University finances: Misuse of activity budgets, use of funds not following allocation, manipulation of accountability reports, use of grant funds not matching contracts, fictitious expenditures, and other actions causing loss.
- Bribery: Giving rewards to influence student selection results, academic assessments, administrative processes, procurement decisions, and decisions in duty execution.
- Embezzlement in office: Use of funds/facilities for personal gain, illegal control of assets, and transferring work unit funds without procedure.
- Extortion in office: Demanding money outside official provisions, illegal levies, and acts utilizing authority for personal gain.
- Fraudulent Acts: Document/data manipulation, falsification of reports, and submitting reports that do not match the facts.
- Conflict of interest in procurement: Involvement of officials/their families or affiliated parties as goods/services providers, or the existence of personal interests.
- Gratification: Giving gifts, travel facilities, goods, or money related to the position that has the potential to influence task independence.
- Conflict of interest in task execution: Involvement in decision-making, assessment, or selection involving affiliated parties.
- Illegal levies: Levies outside the provisions, without legal basis, or not officially reported.
Corruption Prevention
- Corruption prevention is implemented systematically and continuously through strengthening leadership integrity commitment, service transparency, application of internal control systems, periodic quality and financial audits, integrity pacts, gratification reporting, conflict of interest control, service digitalization, and policy socialization.
- The University encourages every work unit to identify corruption risk areas as a basis for mitigation steps.
- Conduct anti-corruption culture education and socialization to the Academic Community periodically through both academic and non-academic activities.
Whistleblowing System
- The University provides a reporting system conducted directly, in writing, and/or through electronic media.
- Reports of alleged corruption must at least contain: the reporter's identity, the reported party, a description of the event, and relevant supporting evidence.
- The University guarantees the confidentiality of the reporter's identity and provides protection from all forms of pressure, threats, and retaliatory actions.
- Reports are submitted through the University Ethics Team for initial verification.
Handling and Investigation Mechanism
- Each report is followed up through an initial verification process to assess administrative completeness and the report's relevance.
- If it meets the requirements, the investigation is conducted objectively, professionally, and independently by the Ethics Team, which is authorized to request information, documents, and relevant clarifications.
- Investigation results are stated in an examination report to the Rector as the basis for a decision. If the alleged corruption is proven, the University may report it to law enforcement.
Sanctions
- Every violation is subject to sanctions in the form of verbal warnings, written warnings, restriction of authority, dismissal from office, dismissal as an employee, and/or reporting to law enforcement.
- The imposition of sanctions is carried out objectively, proportionally, and accountably based on the investigation results, without prejudice to the possibility of statutory sanctions outside the University environment.
Closing Provisions
Thus, this Rector's Regulation is created so that everyone is aware of it and must be adapted no later than 3 (three) years from its enactment.
