Campus Policy Supporting Equity, Diversity, and Inclusion
(Equity, Diversity and Inclusion Policy)
Considering
- The Decree of the Rector of Universitas Muhammadiyah Kalimantan Timur (UMKT) regarding the Commitment to Achieving the Sustainable Development Goals.
- That all individuals have the right to fair treatment regardless of background and status.
- That Universitas Muhammadiyah Kalimantan Timur, as an institution, has a responsibility to create an inclusive and equitable campus environment amidst diversity.
- That the values of Al-Islam and Kemuhammadiyahan, particularly the principles of social justice, respect for human dignity, and the Islamic Code of Life for Muhammadiyah Members, serve as the primary foundation for the university in creating an environment that values equality.
- That based on these considerations, it is necessary to stipulate a Rector's Decree regarding campus policies that support equity, respect diversity, and uphold the values of inclusivity.
General Provisions
- Equity is the effort to achieve equality for marginalized groups. Equity is not merely about distributing resources equally, but acknowledging disadvantages and power imbalances, and providing genuine pathways to access.
- Diversity is the recognition of various human differences, including but not limited to age, gender, disability, race, ethnicity, religion/belief, marriage status, refugee status, pregnancy, as well as political background and neurodiversity.
- Inclusion is the experience of an individual being able to make a real, meaningful contribution, feel safe, and have a sense of belonging. Every individual must have equal access to the environment and resources (social, physical, and digital), as well as feel supported and valued.
- Intersectionality highlights the various overlapping social structures and identities that can create unjust relations if ignored.
Intent and Purpose
- To strengthen the university's guiding principles regarding equity, diversity, and inclusion.
- To support the university's commitment to fostering an inclusive and equitable working and learning culture.
- To support the creation of a culture where everyone feels included, heard, and empowered to share their perspectives and uniqueness.
- To contribute to a supportive and inclusive environment where every individual can thrive and reach their full potential.
- To establish accountability, grievance, and monitoring mechanisms to achieve these goals.
Scope
- This policy applies to the entire Academic Community within Universitas Muhammadiyah Kalimantan Timur. The scope of this policy includes all Caturdharma (Four Pillars of Higher Education) activities as well as the structure and implementation of academic programs.
Policy Mechanisms and Procedures
- Student Support and Accessibility: UMKT will provide equal opportunities and support to all students, regardless of their identity background. Specifically, UMKT provides open opportunities for refugees to pursue education and become students at UMKT, as long as their legal refugee status is clear.
- Staff Inclusivity: UMKT creates a work environment that supports diversity, inclusivity, and equitable access to recruitment and promotion resources that uphold merit and transparency.
- Training and Development: UMKT provides quality training and continuous professional development opportunities to build capacity in equity, diversity, and inclusion.
- Workplace Culture and Learning Environment: Creating healthy, respectful, and empathetic open dialogue. Cases of discrimination, harassment, or exclusion will be handled structurally and firmly. The implementation, supervision, and reporting mechanisms of this Equity, Diversity, and Inclusion (EDI) policy are fully supported by the University Ethics Team.
Duties and Responsibilities
- Rector: Has full authority to make final decisions regarding non-inclusive actions by the academic community for the benefit of the university.
Policy on Adjustments and Provisions for People with Disabilities
(Adjustment and Provisions for People with Disabilities)
Considering
- The Decree of the Rector of Universitas Muhammadiyah Kalimantan Timur (UMKT) regarding the Commitment to Achieving the Sustainable Development Goals.
- That persons with disabilities have the legal standing and human rights to advance, develop equitably, and live with dignity.
- That Universitas Muhammadiyah Kalimantan Timur has a responsibility to create a campus environment that supports the realization of equal rights and opportunities for persons with disabilities towards a prosperous, independent life without discrimination.
- That based on these considerations, it is necessary to stipulate a Rector's Decree regarding campus policies related to provisions and adjustments for people with disabilities.
General Provisions
- Disability is a condition that limits a person's physical, intellectual, mental, and/or sensory capabilities over a long period, which can act as a barrier to full interaction with the environment.
Intent and Purpose
- To support the University's commitment to providing comprehensive support for students with disabilities through inclusive policies, new student admission (PMB) strategies, and well-defined guidelines. All adjustments and provision of facilities in this policy are implemented as far as possible (reasonable adjustments) taking into account the institution's conditions and capabilities.
Funding Mechanisms for Persons with Disabilities
- Resource Allocation: Ensuring the availability of essential services.
- Scholarship Programs: Providing special scholarship facilities for outstanding students with disabilities or those requiring financial support.
- Personal Assistant Programs: Support for initiatives like the Friends Care Community and i-Buddy that connect students with personal assistants.
- Innovative Systems Support: Funding for accessibility applications such as Teman Netra.
- Student Advisory and Support Center (SASC): Ensuring guidance services are adequately funded.
- Training: Providing training budgets for lecturers and staff regarding disability issues.
- Physical Facilities: Investment in infrastructure where possible, such as ramps, elevators, and special study areas to ensure the campus is easily navigable.
Access Scheme Mechanisms
- Personal Assistant Programs: Connecting students with personal assistants for academic and social environments.
- Specialized Support Services: SASC provides guidance to ensure students with disabilities have access to resources supporting their academic success.
- Mentoring & Potential Development Programs: Mentoring opportunities that foster a supportive learning environment and facilitate the development of students' talents.
- Awareness and Training: Encouraging a more inclusive campus atmosphere.
- Pocket Book & Reporting Mechanisms: Providing a "Disability Pocket Book" as well as dedicated, safe reporting channels in the event of bullying or discrimination against students with disabilities.
Duties and Responsibilities
- Needs related to disability facilities and access are fulfilled by relevant units at the university level in direct coordination with the UMKT SDGs Center.
Use of Campus Facilities by the General Public
(Lifelong Learning Access Policy)
Considering
- The Decree of the Rector of Universitas Muhammadiyah Kalimantan Timur (UMKT) regarding the Commitment to Achieving the Sustainable Development Goals.
- That Universitas Muhammadiyah Kalimantan Timur, as part of the Muhammadiyah Charitable Endeavors (Amal Usaha Muhammadiyah), has a social responsibility to the community.
- That in order to support education, sports, and community literacy activities, it is necessary to regulate the use of campus facilities by the general public.
- That to maintain order, security, and the preservation of campus facilities, provisions are needed to regulate usage and user responsibilities.
- That based on these considerations, it is necessary to stipulate a Rector's Decree regarding the Use of Campus Facilities by the General Public within Universitas Muhammadiyah Kalimantan Timur.

- Applicable internal regulations at Universitas Muhammadiyah Kalimantan Timur.
Decides / Stipulates
- Types of campus facilities that can be used by the general public include:
- Sports fields (football, futsal, basketball, and other sports facilities).
- University library, specifically for reading on-site in accordance with applicable regulations.
- Provisions for the use of facilities by the general public are as follows:
- Users must apply for permission or register according to the procedures established by the university.
- The use of facilities must conform to the predetermined schedule and not interfere with academic activities.
- Users must maintain order, cleanliness, and the norms prevailing within the campus environment.
- Users are prohibited from engaging in activities contrary to Islamic values and university regulations.
- Users must comply with all applicable regulations at Universitas Muhammadiyah Kalimantan Timur.
- Responsibilities of the general public when using campus facilities include:
- Protecting and maintaining the utilized facilities.
- Compensating for facility damages caused by user negligence or intent.
- Maintaining security and order during the use of facilities.
- Taking personal or group responsibility for any activities conducted within the campus environment.
- The University reserves the right to terminate the use of facilities if violations of the provisions in this decree occur.
- Further provisions regarding the technical use of facilities will be regulated by the relevant units within Universitas Muhammadiyah Kalimantan Timur.
